This is what is coming up, for the next big update, and guess what? It lists BOTH, PA Cities and Mounts to come out together.
I found this as well, posted by Q-3PO..

and this..
"The In Development page has been updated for what we are working on for the next monthly publish. You’ll note that both Player Cities and Mounts are on the list. The code for both is almost done and ready to go into testing. The other day I rode around on a Kaadu, it was very cool. I think both of those features are going to make a lot of you happy."
